I need some suggestions examples of major spyware/adware companies whose practices would not be affected by the proposed anti-spyware bills in Congress now.

There is another bill just approved in a Senate committee on the 22nd, SPYBLOCK, online here:

Edit - I goofed the first time I posted this. What I need is examples of major spyware vendors whose practices would *not* be affected by the proposed legislation, the purpose being to show why the legislation is weak and would not be effective.
Please respond and add your examples.
