Apparently this is related to a new search tool the German Federal Office of CI wants to use to be able to remotely access and monitor a suspect’s machine.

Sounds like it's not just the bad guys :-)
What would be the point of this - would anti-virus vendors be "banned" from detecting/removing it? What if it was then reverse-engineered and altered for non-gov use, but was still undetectable?
